A practical self-assessment tool for boards, executives, risk leaders, legal/compliance teams, internal audit, and ERM professionals.
AGTC Advisory Services is pleased to announce the launch of the AGTC ERM Maturity Navigator, a self-serve enterprise risk management maturity assessment designed to help organizations evaluate ERM practices, identify maturity gaps, and prioritize practical improvement actions.
Many organizations have risk processes, reports, policies, committees, and annual reviews. Those elements are useful, but they do not always mean the organization has a mature, connected, and decision-useful ERM program.
The harder question is:
How mature is the organization’s ERM program in practice?
The AGTC ERM Maturity Navigator was created to help answer that question.
What the Navigator Assesses
The Navigator evaluates ERM maturity across key areas of governance, risk management, oversight, and reporting, including:
- Governance, leadership, and risk culture
- Strategy, objectives, and risk appetite
- Risk identification
- Risk assessment and prioritization
- Risk response and treatment
- Monitoring, reporting, and KRIs
- Review, improvement, and assurance
- Data, technology, and disclosure readiness
The assessment is aligned with ISO 31000:2018 and COSO ERM and is designed to produce practical insights rather than generic scoring.

Why ERM Maturity Matters
ERM maturity is not simply about whether policies or risk registers exist. It is about whether the organization has connected practices for oversight, accountability, risk appetite, assessment, response, monitoring, and continuous improvement.
For example:
- Is there clear executive or board-level risk oversight?
- Is risk appetite documented and used in decision-making?
- Are material risks consistently identified and prioritized?
- Are risk owners accountable for treatment plans?
- Are risks monitored through meaningful reporting and KRIs?
- Is the ERM program periodically reviewed and improved?
These questions often reveal whether ERM is functioning as a decision-support system or simply as a compliance exercise.

The Role of Maturity Gates
One important feature of the Navigator is the use of maturity gates.
Maturity gates help prevent a high numerical score from masking foundational weaknesses. For example, if an organization lacks executive or board-level risk oversight, its overall maturity should be capped. If risk appetite is not documented, the maturity result should reflect that gap.
Gates are designed to make the assessment more realistic and useful for boards, executives, and risk leaders.
Built for Practical Decision Support
The Navigator is part of AGTC Advisory Services’ broader work helping organizations strengthen governance, risk oversight, ERM maturity, and organizational resilience.
The goal is not simply to produce a score. The goal is to help users understand:
- Where ERM practices are stronger
- Where foundational gaps may exist
- Which areas should be prioritized for improvement
- How governance, risk appetite, reporting, and accountability can be better connected
